Banking Verification Portal v2.1.2 · Eurabelt Fuels Ltd, Custodian of the Eurabelt verification system, under the seal of the Eurabelt Custodial Order

Custodian of Industry Banking Intelligence
Eurabelt Fuels Ltd — Custodian, Not Owner or Originator
Eurabelt Fuels Ltd is the Custodian of the banking reference data, validation standards, and compliance intelligence compiled on this platform. The underlying data originates from internationally recognised standards bodies, national banking authorities, and published interbank registries. Eurabelt Fuels Ltd structures, cross-references, validates, maintains, and applies this data through its proprietary compliance framework — but does not claim to be the originating authority for any banking standard or national payment scheme.
The platform's value lies in the curation, structuring, cross-referencing, and application of data from authoritative sources — assembled specifically for the due diligence requirements of petroleum and energy trade finance, a use case not served by any other compliance platform in existence.
A chain of five checks, made in order
Each step relies on the one before it. A step that fails stops the chain; a certificate records exactly which tiers were completed.
Institution
The bank is identified in the SWIFT directory and in the registry of banks, central banks and regulators kept by the Custodians.
Codes
The BIC, the IBAN and the national clearing code are each checked against the standard that defines them, including check digits where the standard has them.
Account
The account details are checked for structure and for consistency with the bank and jurisdiction named, before any money moves.
Control
For a Gold Standard verification, two deposits of different, random amounts are sent to the account. Only the person who controls it can report them.
Certificate
A numbered EF-BK certificate is issued with a verification code and a QR code, which any counterparty can check on this site.
13-Jurisdiction Banking Identifier Validation
Banking routing identifiers are the foundation of international payments. Each jurisdiction uses a different national standard administered by its own central bank or payments authority. The Eurabelt platform validates all major routing identifier systems against their respective published standards.

Validation for each jurisdiction uses the published national standard and, where available, is cross-referenced with live data services providing current-status confirmation beyond static directory data.
Where the reference data comes from
Eurabelt does not originate banking standards or bank identifiers. It holds and maintains proprietary banking reference data maintained by Eurabelt Fuels Ltd, cross-referenced with live institutional banking registries.
SWIFT directory
112,886 registered codes across 232 countries, held locally and refreshed by the Custodians. SWIFT's own directory remains the authoritative real-time registry.
Banks and regulators
A registry of banks, central banks, regulators and trade-finance institutions relevant to energy trade, maintained and reviewed by the Custodians.
Live institutional registries
Codes are cross-referenced with live institutional banking registries. Specific data source identities are not disclosed, to protect the integrity of the system (Terms & Conditions, section 11).
Gold Standard Micro-Deposit Verification
The Gold Standard tier addresses the single limitation common to all banking directory checks: they cannot confirm who actually controls an account. International banking privacy law prohibits any third party from independently confirming account ownership against a named entity — no public registry exists for this purpose anywhere in the world.
Eurabelt Fuels Ltd solves this through live micro-deposit confirmation:
Two Deposits Sent
Two deposits of small random amounts are sent via licensed payment providers to the stated bank account through standard interbank channels.
Account Holder Confirms
The account holder — who must be the UBO, Director, or authorised signatory — confirms the exact amounts received, proving they have live authenticated access to the account.
Gold Certificate Issued
Upon successful confirmation, a Gold Standard certificate is issued. This is the only banking verification outside the banking system itself that independently confirms account ownership.
Payment Providers
Live deposits are processed via Wise Business and Revolut Business — regulated payment institutions holding FCA authorisation (UK). Coverage: all 195 countries where these services operate.
How it works
- Two deposits of different, randomly chosen small amounts are sent from Eurabelt's business accounts through licensed payment providers to the account under verification.
- The account holder is sent a confirmation code by email from banking@eurabeltfuels.com and, once the deposits arrive, confirms both amounts through the public confirmation portal, by telephone, or by email to compliance@eurabeltfuels.com.
- The number of attempts is limited, and an unconfirmed verification expires after seven days.
- When both amounts match, account control is recorded and a Gold Standard certificate may be issued.
Why only the holder can confirm
The amounts are generated at random for each verification and are never shown to the client, to members or on any certificate. They can only be read from the account's own statement or banking app — so a correct answer shows access to the account.
What it does not prove. The balance or solvency of the holder, the legitimacy of any transaction, or that control has not changed since. It is evidence about the account, not about the deal.
In the United Kingdom, Confirmation of Payee, and in the European Union, Verification of Payee (mandatory under the Instant Payments Regulation since 9 October 2025), let a paying bank check a payee's name against the account. Gold Standard micro-deposit verification complements these schemes: it works across borders and currencies, and it does not depend on the paying bank or on a name match.
Financial Instrument Intelligence Suite
The petroleum and energy finance industry relies on SWIFT financial instruments — primarily Letters of Credit (MT700) and Standby Letters of Credit / Bank Guarantees (MT760) — for cargo payment security and performance guarantees. These instruments are the most frequently abused vehicle for trade finance fraud globally.
The Eurabelt Instrument Intelligence Suite validates the structural integrity of MT messages against published SWIFT Category 7 field specifications — the international standard for financial messaging between banks:
MT Instrument Validator
Validates MT700 (Documentary Credit), MT760 (SBLC/Bank Guarantee), MT799 (Free Format), MT103 (Wire Transfer), MT202 (Interbank Transfer), MT110 (Cheque Advice), and MT542 (Securities Delivery) against SWIFT field specifications. Extracts and verifies all BIC codes. Generates a risk-scored assessment report.
Authority: SWIFT — ISO 15022 / ISO 20022BIC / Issuer Verification
All BIC codes found in a submitted MT message are cross-checked against the SWIFT directory and against the Eurabelt Issuer Registry of 172+ known instrument-issuing banks. Banks without trade finance capability are immediately flagged.
Authority: SWIFT SCRL — ISO 9362UETR Validation
Validates Unique End-to-End Transaction References against UUID v4 specification, the standard introduced by SWIFT for the global payments innovation (gpi) framework since 2017.
Authority: SWIFT gpi — RFC 4122 UUID v4Issuer & Correspondent Registry
A curated registry of 172+ banks known to issue financial instruments in the energy sector, with MT799 pre-advice policy, sanctions status, and correspondent banking relationships across 9 currency corridors.
Authority: BIS — SWIFT — Published institutional dataMT instrument validation is structural only. The platform has no connection to the live SWIFT network. A structurally valid instrument does not confirm it was actually transmitted via SWIFT. Always verify directly with the stated issuing bank through your correspondent banking relationship.
Petroleum Sector Fraud Intelligence Centre
The Eurabelt Fraud Intelligence Centre is the only dedicated financial instrument fraud intelligence resource designed specifically for the petroleum sector. It is built for the compliance and due diligence requirements of Governments, National Oil Companies, International Oil Companies, Refineries, and Trading Houses.
10 Documented Fraud Typologies
Comprehensive documentation of every major petroleum trade finance fraud type — from Phantom SBLC fabrication to NOC impersonation campaigns — with mechanics, red flags, prevention measures, and documented incident case studies.
12 Country Risk Profiles
Jurisdiction-specific intelligence covering Nigeria, UAE, Ghana, Angola, Kazakhstan, Libya, Iraq, Venezuela, Russia, Iran, Saudi Arabia, and Qatar — with primary fraud types, intelligence notes, official NOC contacts, and verification guidance.
NOC / IOC Verification Directory
Official contact information for 21 National Oil Companies and state energy entities. When an allocation letter or mandate is received, this directory provides the official channels through which to verify it — bypassing the fraudster's own contact details.
Active Intelligence Advisories
Current fraud campaign alerts including AI-generated instrument fabrication, active NOC impersonation campaigns, shadow fleet documentation fraud, and PPP schemes targeting sovereign wealth fund administrators.
Statistical data referenced in the Fraud Intelligence Centre is sourced from industry compilations and is provided for awareness purposes. Individual incident figures are estimates based on reported cases.
EF-BK Verification Certificate Infrastructure
The Eurabelt certificate system provides tamper-proof, publicly verifiable compliance records for every verified banking relationship. Certificates are issued with the EF-BK prefix and are designed so that any counterparty, bank, regulator, or legal professional can independently confirm their authenticity and current validity in seconds.
Key security features: QR-linked live verification, cryptographic verification codes, real-time expiry countdown, Director/UBO declaration audit trail, masked account number storage, and a backend revocation system. No certificate can be forged by an external party — every verification must be confirmed against the live database.
Standard
Tiers 1–4SWIFT/BIC, IBAN or routing structure, the jurisdiction validator and the Eurabelt banking registry. The account and routing codes are valid under their standards and the institution is identified.
★ Gold Standard
Tiers 1–5Everything in a Standard certificate, and live micro-deposit confirmation that the account is active and that the account holder has authenticated access to it.

Who holds the record, and who decides
Eurabelt holds the record, applies the standard and issues the certificate. Buyers and sellers keep every commercial decision.
- Eurabelt Fuels Ltd acts as Custodian of the Eurabelt verification system, under the seal of the Eurabelt Custodial Order, with operations in the United Kingdom, Canada, Trinidad and Tobago and South Africa.
- Certificates are issued by the Custodians and the staff they authorise; micro-deposits and the registry are maintained by the Custodians. Members delegated through Eurabelt Fuels Global Statistics may use every validator, lookup, registry and intelligence tool, but cannot issue certificates or send micro-deposits.
- Members and Custodians sign in through Eurabelt Fuels Global Statistics with one login; Custodians also have a direct sign-in protected by an authenticator code.
- Every state change — issue, revocation, deposit, registry edit — is written to an audit log, with the Submitting Party's declaration recorded at issue. A revocation is recorded with its reason.
- Sanctions screening, vessel verification and passport verification are carried out in Eurabelt Fuels Global Statistics; this portal covers banks, codes, accounts and instruments.
What the standard does not do
A verification is evidence for a counterparty's own due diligence. It is not a substitute for it.
- It does not verify balances, credit standing or the solvency of an account holder or bank.
- It does not approve, guarantee or endorse any transaction, cargo, price or counterparty.
- It reflects the position on the date of verification; accounts, banks and codes can change afterwards.
- SWIFT itself maintains the authoritative real-time registry, which requires SWIFT membership to access.
- The Instrument Intelligence Suite and the Fraud Intelligence Centre are indicative aids. They do not authenticate a letter of credit, guarantee or payment; only the issuing bank can, through its own channels.
- It is not legal, financial or banking advice, and it is not a regulated payment service.
Due diligence questionnaires
Suppliers complete the questionnaire that fits their product. Each one is filled in and turned into a signed PDF in the supplier's own browser, then returned to Eurabelt Fuels Ltd with the supporting documents.
